At our 23rd annual R$ conference, themed "Reverse-Engineering the Future: Creating the Future We Want for Canada in 15 Years," there was a strong consensus that Canada needs a focused industrial strategy to guide innovation policy and regulation. You can read summaries of the proceedings here.
