Dr David Fransen has been appointed Consul General of Canada for Los Angeles after serving more than two years as executive director at the Univ of Waterloo's Institute for Quantum Computing (IQC). Prior to joining IQC, Fransen was a key player in the development of federal innovation policies as assistant DM policy at Industry Canada under the previous Liberal government, and was secretary to the Expert Panel on Commercialization .He enjoyed a 25-year career with the federal government before being seconded to IQC. Fransen replaces Alan Dudoit, who was a key player in the establishment of the Canada-California Strategic Innovation Partnership (R$, October 18/06)....
